Fatal Error 'MSI.MSI_BPD_Scan' Displays During HP Software Installation in Windows

This document is for HP printer software installations in Windows for all HP LaserJet printers and for all HP inkjet printers released in 2009 or earlier.
While installing the HP software, a 'Fatal error during installation' or 'Error_Install_Failure' message displays with 'MSI.MSI_BPD_Scan' in the error message or in the log files.
Follow these solutions to resolve the error in Windows 7.

Solution one: Re-register the MSIexec service

  1. On the Windows task bar, click the Windows icon (), type run in the Search programs and files text box, and then press Enter.
  2. In the Run window, type the following:
    msiexec /unregister
  3. Click OK. The Run window closes.
  4. On the Windows task bar, click the Windows icon (), type run in the Search programs and files text box, and then press Enter.
  5. In the Run window, type the following:
    msiexec /regserver
  6. Click OK. The Run window closes.
  7. Try the installation again.

Solution two: Re-register the ATL.DLL file

  1. On the Windows task bar, click the Windows icon (), type run in the Search programs and files text box, and then press Enter.
  2. In the Run window, type the following:
    regsvr32 c:\windows\system32\atl.dll
  3. Click OK. The Run window closes.
  4. Try the installation again.
Follow these solutions to resolve the error in Windows Vista.

Solution one: Re-register the MSIexec service

  1. On the Windows task bar, click the Windows icon (), type run in the Search programs and files text box, and then press Enter.
  2. In the Run window, type the following:
    msiexec /unregister
  3. Click OK. The Run window closes.
  4. On the Windows task bar, click the Windows icon (), type run in the Search programs and files text box, and then press Enter.
  5. In the Run window, type the following:
    msiexec /regserver
  6. Click OK. The Run window closes.
  7. Try the installation again.

Solution two: Give all users full permissions to the Program Files folder

NOTE:Make sure that you have Administrator rights to the computer.
  1. On the Windows task bar, click the Windows icon (), and then click the arrow () next to C: (or your hard drive) to expand the list of options.
  2. Right-click Program Files, and then click Properties.
  3. In the Attributes section, click to clear the Read-only check box. If the box is already cleared, close the Properties dialog box, and then close the Explorer window.
  4. Click Apply, select Apply changes to this folder, subfolders and files, and then click OK.
  5. Try the installation again.

Solution three: Re-register the ATL.DLL file

  1. On the Windows task bar, click the Windows icon (), type run in the Search programs and files text box, and then press Enter.
  2. In the Run window, type the following:
    regsvr32 c:\windows\system32\atl.dll
  3. Click OK. The Run window closes.
  4. Try the installation again.
Follow these solutions to resolve the error in Windows XP.

Solution one: Re-register the MSIexec service

  1. On the Windows task bar, click Start (), and then click Run.
  2. In the Run window, type the following:

  4. Click Start (), and then click Run.
  5. In the Run window, type the following:
    msiexec /regserver

  7. Try the installation again.

Solution two: Give all users full permissions to the Program Files folder

NOTE:Make sure that you have Administrator rights to the computer.
  1. On the Windows task bar, click Start (), right-click My Computer, and then click Explore.
  2. If necessary, click the plus sign (+) next to C: (or your hard drive) to expand the list of options.
  3. Right-click Program Files, and then click Properties. The Program Files Properties window opens.
  4. In the Attributes section, click to clear the Read-only check box. If the box is already cleared, close the Properties dialog box, and then close the Explorer window.
  5. Click Apply, select Apply changes to this folder, subfolders and files, and then click OK.
  6. Try the installation again.

Solution three: Re-register the ATL.DLL file

  1. On the Windows task bar, click Start (), and then click Run.
  2. In the Run window, type the following:
    regsvr32 c:\windows\system32\atl.dll
  3. Click OK. The Run window closes.
  4. Try the installation again.
